The people living in the region repeatedly asked the General Assembly and Confederate Congress to become independent states separate from Virginia. Danville hosted ten meetings to draft a constitution between 1784 and 1792. Virginia submitted a petition to the Confederate Congress in July 1788, but it was discovered that New Hampshire had already ratified the proposed Constitution, which became the new government for the country. Because of this, Congress decided not to admit Kentucky into the Union at that time. However, in December 1789, Virginia once again supported Kentucky’s statehood. The United States Congress approved it in February 1791. A few weeks later, Congress also granted Vermont’s request to become a state. Kentucky officially joined the Union as the 15th state on June 1, 1792. Isaac Shelby, a war veteran from Virginia, became the state’s first governor.
